Combine first 6 ingredients in a large bowl. Mix until well blended. Divide mixture into 8 equal portions and shape into patties. Place patties on a 15x10 inch baking sheet. Stir together ketchup and brown sugar in a small bowl. Spoon over patties. Bake 30 to 35 minutes.
